DECISIONS OF THE 6TH CABINET MEETING HELD ON 14 APRIL 2026

1. FIJI’S VOLUNTARY NATIONAL REVIEW REPORTING 2027
Cabinet has endorsed the formulation of Fiji’s third Voluntary National Review (VNR) report on the Sustainable Development Goals (SDGs) for presentation at the High-Level Political Forum in New York in July 2027.
 
The VNR is a key reporting mechanism under the 2030 Agenda for Sustainable Development, through which countries assess and present national progress in implementing the SDGs.
 
The review will be led by the Ministry of Strategic Planning, National Development and Statistics, supported by dedicated working groups, and will adopt a whole-of-government and multi-stakeholder approach, with strengthened consultations, improved data systems, and alignment with the National Development Plan to enhance accountability and evidence-based reporting.
 
The formulation process is expected to commence in April 2026, with support from development partners.
 
The VNR will reflect Fiji’s progress, challenges, and priorities in advancing the SDGs, guided by the principles of inclusiveness, partnerships, and leaving no one behind.
 
2. FIJI TO HOST INAUGURAL PACIFIC LABOUR MEETINGS
Cabinet has endorsed Fiji’s hosting of the inaugural Pacific Senior Labour Officials Meeting (SLOM) and Labour Ministers Meeting (LMM) from 11 to 13 May 2026 in Nadi.
 
The meetings will operationalise the regional labour governance framework endorsed by Pacific partners and recognised under the Pacific Islands Forum architecture, strengthening cooperation on labour and employment across the region.
 
The meetings will bring together labour officials, Ministers, and tripartite partners to advance regional dialogue on key priorities, including labour mobility, workforce resilience, occupational health and safety, and the labour market impacts of climate change. They will also support coordinated policy responses and reinforce the region’s commitment to inclusive and sustainable employment in line with the 2050 Strategy for the Blue Pacific Continent.
 
Hosting the inaugural meetings underscores Fiji’s leadership in regional labour governance and provides a platform to strengthen collaboration with regional and international partners, including the International Labour Organization.
 
3. NABOUWALU NEW TOWNSHIP DEVELOPMENT
Cabinet has approved, in principle, the proposed development pathway for the Nabouwalu New Township under the Government’s New Town Development Programme, including a two-stage model comprising Government-led infrastructure development followed by private and landowner-led commercial development.
 
The initiative aims to transform Nabouwalu into a planned and economically viable township, supporting regional growth, investment, and employment opportunities.
 
A structured leasing framework will be established to facilitate the participation of Nalumatua Holdings Limited, a landowner-backed entity, in the development and management of the township, subject to all legal, planning, and financial requirements.
 
The framework is designed to promote landowner participation, attract private investment, and deliver sustainable economic benefits, while ensuring that Government retains oversight of planning and regulatory functions.
 
4. FIJI NATIONAL ORGANIC POLICY 2026–2030
Cabinet has approved the implementation of the Fiji National Organic Policy 2026–2030, which provides strategic direction to strengthen the organic agriculture sector and support sustainable, climate-resilient, and inclusive agricultural development.
 
The policy aims to expand organic production, enhance market demand, and improve livelihoods while contributing to national food security and environmental conservation.
 
The policy sets out key targets, including increasing certified organic land, boosting organic exports, and promoting wider consumption of locally grown organic produce. It also outlines actions to strengthen value chains, certification systems, and institutional frameworks, supporting farmers and agribusinesses to access premium markets and adopt sustainable farming practices.
 
The initiative is expected to enhance economic opportunities, strengthen climate resilience, and support Fiji’s broader sustainable development objectives.
 
5. CANE PAYMENT TOP-UP SUPPORT FOR THE 2025 CROP SEASON
Cabinet has approved a total of $36,535,652.27 (VIP) to top-up cane payments, including $10.07 per tonne for the third payment, $6.77 per tonne for the fourth payment, and $5.16 per tonne for the final payment s, as part of Government’s contribution towards the guaranteed sugarcane price of $85.00.
 
The third cane payment top-up will be made on 20 April 2026, the fourth payment before 30 May 2026, and the final payment in October 2026, to support farmers’ livelihoods and preparations for the 2026 crushing season.
